采用单一来源采购方式的原因及说明：我校于2006年正式接入教科网，为学校的招生、科研等提供了重要的基础保障，2010年学校宣传门户正式采用EDU域名，学校官方域名地址：www.zfc.edu.cn，该域名已经被国内外千余所院校关联使用，并在工信部、教育厅等主管部门备案。目前中国教育与科研计算机网相关专线已经在我校使用多年，校内对外提供的服务配置的IP以及ZFC.EDU.CN域名也广泛使用。而当前中国教育与科研计算机网专线接入由唯一的运营商赛尔网络有限公司提供服务，赛尔网络有限公司成立于2000年12月，经教育部批准，负责中国教育和科研计算机网CERNET的运营与管理。符合《政府采购法》“第三十一条”中“只能从唯一供应商处采购的”适用情形，因此申请采用单一来源方式采购。
