采用单一来源采购方式的原因及说明：该项目为5G移动卒中救治学科建设用，5G 移动卒中单元采用了移动医疗创新技术，将移动 CT 和相关的检验仪器装配在救护车上，在 5G 或 4G 网络下，形成集神经症状学检查、CT 诊断和静脉溶栓治疗为一体的救治单元，主要包括：小型移动 CT 扫描仪、具有信息传输功能的检验与监测医疗设备、会诊中心、远程脑卒中救治中心等移动医疗技术和辅助设备组成。项目具有独创性，产品具有专利技术，目前市场上北创动力（北京）科技发展有限公司的产品是唯一符合《移动卒中单元技术规范中国专家共识2019》要求的产品，也是市场上唯一完全符合《5G移动卒中单元白皮书（2019）》要求的产品。符合单一来源采购需求，符合桂财规〔2021〕4号文通知中第：“（一）只能从唯一供应商处采购的，即因使用不可替代的专利、专有技术，或者公共服务项目具有特殊要求等，导致只能从某一特定供应商处采购的。”种情形。
